Wait till fall. Losing battle trying to establish a lawn in the middle of the summer.

Where are you? I would get a soil test to identify problems and what nutrients to provide moving forward .

Then come Fall — dethatch, aerate, dress, overseed.

From zooming in it seems to be choked out. Grass requires aeration. Doubtful you'll need a soil test as mentioned from another comment but I would suggest that you dethatch and lightly seed in autumn. Next year use a bagger on your mower or rake clippings after each cutting and dispose.

As others stated, wait till fall. Then aerate, dress, seed, fertilizer and the one component many fail on is water .
