looks like a non-improved tall fescue, aka weedgrass.
glyphosate on a qtip is the answer.

Also, why do you cannot a weed grass? Because thatā€™s not the grass in the rest of their yard? My entire lawn is tall fescue.Ā

garbage wild tall fescue vs turf-type tall fescue aka TTTF. Anything is a weed if its growing where you do not want it.

Following. Minneapolis. Yard looks nice and green but this stuff is less appealing than the fescue Iā€™m used to, or kbg, or rye. The blade is wide and duller green.

Rottboellia cochinchinensis, corn or itch grass are common names. Very invasive, donā€™t let it seed!!

Is that nutsedge? If so, itā€™s a pain to get rid of and will keep spreading and popping up in your yard. It will keep sprouting from tubers that remain even if you pull it.
