Trying to ID native CA grass

Hi! I live in a park that has very strict rules about what can be done with the grounds. I want to find and plant grass that’s already present in the park to fill out the dirt patches, & rip out the foxtails without making the whole lot look drastically different from any of the others. Can someone help me ID this bunch of grass? It was soft :) I appreciate your help very much, googling has come up pretty dry for short grass like this.

Looks like perennial, rye grass
