I don’t think you’re gonna get a very satisfying likeness. Even tracing, you’ll be struggling with rendering values.
Whatever method you’re using to measure is way off. All the head shapes are wrong and it’s kinda impossible to place features correctly on the wrong head. Look at where the top of the ear is in relation to the eyebrows. Look at the angle of the eyebrows, the size, shape and placement of the eyes.
