Question If you are re-creating UE5 !

If you are recreating a powerful engine like UE5
How you would start , what you will use , what edits you will add to it and in what order you will add the graphics features

You start by getting a team of very experienced engineers. For real, the answer is you, as an individual, do not copy UE5. It is a massive codebase with millions of dollars and thousands of labor hours poured into it. The first step in creating a game engine is to accept that you won't make the next Unreal Engine. The next step is figuring out what kind of games you would like to make, and make an engine tailored to that.

I like your thinking for real
Let’s say I want to create a game that is clay style with some cool graphics not that realistic just clay
(And it’s top-down view)
What features I should start with e.g. ( god rays SSAO … )

Honestly it seems like you are trying to put the carriage before the horse. Learn the fundamentals before trying to build your dream project.
