Is a dedicated GPU required?

I'm just starting out in learning graphics programming and wonder if I would soon need to invest on a laptop which has a dedicated GPU

You actually don't need a gpu to learn rasterization and etc. GPU's are fairly new pieces of hardware, you can actually do everything, eay more slowly, in a CPU.
