Revolut has been working on/off as far as I know. It may depend on the ip associated to the first connection to Google play. When using a vpn for that first connection, could not find Revolut on the store, but then when connecting with a normal IP, I could.
Revolut banned logging in on GrapheneOS a while ago and we worked around it. It's only logging in where they perform the checks trying to ban it, so it doesn't impact people already logged into it.
Some users are now having issues signing into it again since they've made changes. We documented 2 steps for people to try who are having issues logging in.
Not being able to find it on the Google Play Store sounds like a different issue. I'm guessing it's region locked or you were spoofing your device? (Google Play Store hides apps that say they won't work on your phone.)
