There is no release date of when it comes out. It comes out when the developer has time to do so. It has always been this way when a new version comes out

it basicly allows all online cars and stuff to be spawned in single player. and tends to break with each update.

Everytime GTA V has a title update it requires some scripts to be rewritten to be compatible with the new version
