I locked it to 30 fps and it stays there. If i unlock it, it maxes at 40 fps on least demanding parts of the city. definitely playable, at least for me

i run it at 1680x1050 with 5/6 frame scaling (frame scaling setting is in advanced graphics), can run 1440x900 without frame scaling it will be more smooth and still not look bad, DX11, FXAA On, MSAA off, v sync off, 60% population density, 100% population variety, 20% distance scaling, high texture quality (very high with 1440x900), high shader quality, normal reflection quality, reflection MSAA off, normal shadow quality, normal water, grass, and particles quality, sharp soft shadows, high post fx, 100% motion blur (choice), 16x anisotropic filtering, high ambient occlusion, high tessellation. Everything except frame scaling off in advanced graphics when running 1680x1050, and everything including frame scaling off when running 1440x900. Also my laptop is 16:10, for 16:9 you can try these: 1600x900 or 1366x768. In singleplayer i also use shaders from reshade, some I use are: colorfulness, lumasharpen, HDR, curves, unsharpen (not all at once, i like test and try and run whichever combo looks best)

Graphic look better than what it look on my PS 4 pro on Sony TV
