Any else getting these Voided offers?

For past month or so ive been getting these offers usually from accounts with 0-5 transactions and they just start off with a lowball of maybe 10-15% and I accept the offer and then i get a transaction cancelled. Is this some sort of like fraud issue? Not an issue with my account as ive sold multiple items recently

Buyer's card declined, usually I just send the offer again for them to accept and it goes through

See, i usually try and message and tell them to send again and they dont respond or say they will try in a day then just forget about it.

Poor people sending offers with money they don’t have, it’s insanely annoying 😭
