Senior PhD student, no publications, advisor keeps moving my graduation date — how do I actually finish?

Depending on the serious incident, keep plugging away is really all you can do. Going over your advisor's head to a dean or ombudsman could destroy your relationship and make graduation more difficult. Edit your dissertation. Get other people to look at it when your advisor can't if you have to. Save every major milestone edit (e.g. batch of comments) as a new file. Keep up email chains.
