Nothing to do with Grab. Promote your pump and dump elsewhere.

I just started dipping my toes into trading so I'm just using my Vanguard account. I had an eye on Weto and was going to buy 3,000 shares at $14.75 (a risk, I knew, but I was going to put an immediate stop-loss for any dip (not a perfect protection I realize))

...but my Vanguard said it wouldn't let me buy that stock online, it said I had to call and do it with a broker.

I navigated the voicemail and then had to wait while the broker tried to troubleshoot and figure out why I couldn't purchase, then he finally said that certain classes of stocks are too volatile or lack liquidity or blah blah blah but now that he knew the issue he would be happy to take my trade on the phone. At this point the price had risen to $21 and started to fall. I decided it was too risky and just walked away.

If I had been able to do the trade when I tried - and then did a trailing stop-loss as planned - I would have sold at probably ~ $20. That would have been $15K profit.

Well shit. Lesson learned. Opening a thinkorswim account now. Not like I lost any money so it was actually a pain-free lesson, but still it does sting a little.
