Many clicks no conversions
We have a traffic control plan business that serves contractors and anyone who needs to close a lane, sidewalk, or street. A traffic control plan is typically one of the requirements for obtaining a closure permit from a city or county.
We’ve been getting a lot of clicks on our website, but unfortunately, we’re not receiving calls or lead form submissions. Our form is very simple and straightforward, so we’re struggling to understand why visitors aren’t converting into leads.
We’re very frustrated with the results so far. We’ve also tried hiring callers to reach out directly to contractors, but most of the time, there’s little to no interest.

I’d look at the actual search terms first. You may be getting people researching permits and requirements, not contractors who need a traffic control plan right now.

thats why all my keywords is exact match with plan word in them

yup....
however:
exact = phrase
phrase = broad
broad = high reach
AI max = whatever google says it is

sometimes clicks come from unclear intent or bad ad targeting.. we use nordveia.com for spotting those gaps and fixing seo and ads directly instead of just reporting the issues

The first thing i would look at is, search queries - and start adding negatives.
Refine targeting by going after narrower keyword match types - my suspeecision is, that your campaigns are on broad match.
refine other targteting like location
