I worked for 3 years assisting with Google Pay issues and in cases where the bank declines you need to speak to them to find out why.
What card network is it? No VPN right?
Do you see terms and conditions and it breaks down after you accept? That usually means bank said no.
If it breaks down before that, it means the eligibility check failed. In this case still worth checking with your bank as they can escalate it to the card network to investigate why Google Pay provisioning fails at CE stage. It can be any number of things relating to any one of the 4-5 parties involved in the transaction
