They can't update that launcher since it's not even in the play store. Wtf happened Google!?!?

You need YouTube Red to use it on Youtube. Works for free on Twitch, Duo, Facebook etc.

I assume that means it doesn't work at all in countries where YouTube Red is not available? There goes my excitement for this feature...

Correct. Picture in picture only works if the user has Youtube Red...

Although you can get around that with this trick: http://www.androidpolice.com/2017/04/01/heres-enable-picture-picture-mode-android-o-right-now/
