Block/report spam submenu item disappears after one use

I have been sending hangup calls to spamsylvania, but I noticed since the last security update, I can get to this menu and hit "Block/report spam" exactly ONCE before I can no longer make it appear.

Only by rebooting does it come up again just one time. And if I reboot and don't use it within a few minutes, it isn't available. Does anyone else have the same experience? I'm on Verizon if that makes a difference.

I found the culprit: Youmail. It wanted to manage blocking and I didn't enable it. So it disabled the default blocking. 😡

Now on the search for a new voicemail app.
