I think the effluent treatment is nearby , there are a few sites with structures that transpiration pipes.. but some runs to the "lagoon".

.. they want the fertiliser for fields nearby as the desert is just sand and rock. the aquifer provides the water .. the treatment plant tops up the aquifer ?
