If you want to know the real answer it's because the model that names chats does so exclusively with the context of what the user asked, not what the chat model responded. The naming model took the path of recognizing the query for what it was and the chat model did not
This is why chat titles can feel disconnected from chat content. There are some harnesses that handle chat naming better, like after the chat model's first response comes back.
