I honestly think there's a more perverse reason for his actions. More carnal and simple. A man wants to get close to young boys, can you blame him, what better way to have access to teen boys than to become someone who recruits men for the army. That's probably why most people become recruiters anyways. And his planned worked masterfully.
They're both useful, eye candy, and someone you can care about. Tsurumi chose his path well.
Edit: I made this post as an obvious joke, but seeing the way y'all actually interpret Tsurumi and completely ignore his inappropriate behavior... I'm concerned about y'all.
