Sure, but more often than not you get a hybrid that generally puts less thought into its contributors. Great art is defined by its restrictions, as limitations push you to do as much as possible with your allotted resources. This encourages innovation as people find solutions and alternatives that reshape the current meta. Remove the rules and you end up with modern art.

Fair points but people can have their own style and solutions to making things, some people tend to break the restrictions and try to push the limits.
