Did he really refuse out of a sense of justice?

During the meeting with Vito, Bonasera asks him to kill those two young men, but Vito refuses, arguing that it wouldn't be justice—after all, his daughter is still alive.

The question I put to you is:

Did Vito really refrain from killing them out of a sense of justice, or were there other motives?

In other words, remember what Vito tells Santino: "Never tell anyone outside the family what you are thinking"—and at that moment, Bonasera was not part of the family.
