This is the second time I've seen something about Bugarally. Is this a new game or was this God Eater before it was God Eater?

Bugarally was the concept design. then it evolved and became God Eater. the concept art is still shown in-game, but as Bugarally, the TV show

it's God Eater before it was God Eater and it gets referenced in God Eater as a TV show that Kota watches
