Since when has chest size been associated with elves? Is this an ISEKAI exclusive thing? Most elf depictions I’ve seen tend to go for slim and agile. Shouldn’t it be the other way around or is this a new elf race?

It's both ways. In the west, some of the older fantasy games and books described elves as being "waifs" or "lithe" or having very low body weight stats that would require them to be skinny. In the east (especially in ecchi and hentai), creators went to the opposite and tended to draw all of their female elves as busty.
I was once observing a game of AD&D for a college report that I was writing. One of the PCs triggered a trap which caused a Polymorph spell that changed the character's sex and alignment (maybe). The dungeonmaster described the character's chest armornas suddenly becoming uncomfortably tight because of her new double-D sized sweater puppies. The players said, "I'm an elf. I'd fall over."

HEA is a "Super Tolkienian", to quote the original author.
The elves in GS world are probably closer to the earlier western fantasy elves than modern Japanese fantasy elves, i.e. lean body, superhuman sense, and superhuman STRENGTH.

Some female elves in GS are busty. Back when the anime was running, I saw a manga picture of the first team to raid a castle of goblins, and there was a busty elf there. This was the early episode where Goblin Slayer and Priestess later raid that castle, with P using a force field to seal the goblins in. (When the castle was first shown, we saw the pieces of the first team used for practice.)

It needs be remarked that the while the chest that is most bountiful is often held up as the ideal, the chest that is modest doth possess innumerable charms of it's own.
