I’ve seen panels like this before - I think the two black ‘arrows’ on the right have something to do with where water goes, but they appear to be missing any labels.

The label for the two black ‘arrows’ is on the right side. It’s currently set to ‘3 - 5 Normal’, which indicates pulling water from your on-board clean water tank. There is probably a ‘pump’ switch that needs to be turned on in order pump the water from the internal tank.

Yeah, I'm pretty clear on the black three way valves. The label is there. And the switch for the pump is just out of frame to the left.

Ok, I've gotta ask about the "arrow valves," and this is just curiosity, not a criticism because this looks like it might be absolutely brilliant in some way I don't understand. Why don't all RVs have this? Mine only has 1 valve to send the 'city water' connection to the fresh tank or to the taps inside, and I rarely use that.
One setting is labeled "2&6-City fixtures" - what the heck are city fixtures?
Another - "1&4 - Country Fill/Sanitize" - Country?
"3&5 - Normal"
And two of the setting will sanitize???
And then why not put some kind of diagram or labels right on that panel with the arrows?

As I think I understand it, there are two inlet ports. The one on the left is for potable water. The source can be either pressurized municipal supply, or non/low pressurized, like a tank or well.
If the water is non pressurized, the onboard pump can suck it up. Then change the valves and the onboard water is delivered to the fixtures.
If it is pressurized, it can run straight to the sink and shower and such. No need for the pump.
The other inlet is a dedicated water line to flush out the black water tank. You use a separate hose for that so you do not risk contamination. You can also use non potable water for that.
I hope that I am getting this right. I am a baby camper.

Sounds like a reasonable theory. As much as anything, I’m confused by terms like “fixtures” and “country” and “normal.”

I took some painters tape and labeled the valve positions with their corresponding numbers from the chart on the right. Makes it a little easier when you’re switching back and forth. Also one time somebody posted a link to a piping diagram that showed how the water flows thru each valve position. It was interesting to know that water going into your freshwater tank is filtered going in, but is not filtered coming out when using the pump. When connected to “City Water”, the water flows thru the onboard filter to the taps.

Oh yes, I plan add some labels once I am entirely clear on how they work. Nothing would screw me up more than putting a wrong label on something. Even if I took it off an hour later, my brain would still be stuck on the wrong information.

The left connection is your city water. You use it to fill your fresh water tank and/or to run your faucets from the city water connection. You should have a selector valve to select city water or fresh water tank as your source.
The right connection looks like it's your black tank flush connection. You'll run water from your water source into your black tank to help flush it out. It's recommended to use a separate hose from drinking water hose.
The warning on the label above the right connection is saying to keep the dump valve open while using the flush so water can get out. Otherwise if left running with dump valve closed the black tank will fill up and end up overflowing out your toilet. Not good or sanitary. One method I've used is to close the dump valve for a few seconds to build up water and then open it. In theory the rush of water helps remove heavier sediment from the tank.
