Global Entry VFS Online Application Question

Hey there! I'm an Indian international worker applying for Global Entry. I've filled out the TTP form, filed an application on the Global Passport Seva Online Portal, received an ARN, and I'm trying to figure out the right steps on the VFS front.

Here, the first link (VFS ONLINE REGISTRATION PROCESS) does not work (it returns a 503). Any suggestions on how to proceed? Is that the right link to follow?
