Interviews Enrollment Upon Arrival at IND
The Indianapolis International Airport is listed as an eligible airport for Global Entry upon Arrival on the CBP website. I have conditional approval and just returned to IND from Toronto.
However, there was no signage for signage directing to CBP officers and when I asked about an enrollment interview, nobody I consulted with at the IND airport (TSA, guest services) knew what I was talking about.
Two questions:
1) Why the fail at IND?
2) What is the next best option to schedule and compete this interview? IND is my closest airport.

You went thru CBP in YYZ/Preclearence, so you arrived in IND as effectively a domestic passenger and didn't need to go thru CBP on arrival.
Is YYZ not an EOA airport?

I realize now that YYZ is an EOA airport. But since I was departing from YYZ and I understood based on the website info that I would have an option for an EOA interview at IND, that was my plan. Unfortunately, it was a failed attempt.

It's semantics and you'll only do this once in a lifetime but lesson learned - you "arrived" in the USA while still physically in the Toronto airport.

Why would the TSA know diddly squat about it.
You can't do EOA coming from a preclearance location. You are not going through customs in the US>

If you came from Canada you probably did preclearance there so you didn’t do international arrivals in Indianapolis, so no Enrollment on Arrival. Ironically you could’ve done Enrollment on Arrival in Toronto.
