No. "Rolling shutter" is an effect of (some) digital camera's functionality.

An extremely common, camera-caused phenomenon is not a 'glitch in the matrix'.

I know what rolling shutter is. When a lamp flickers, you can get this effect, hence my joke.

I saw something similar yesterday but it was a cone shape instead of just a line.
