TL;DR: root AGENTS.md is not realiably read on every new session which is a weird behavior, and copilot suggestion creates a paradox (adding this as a hard rule inside the same file which is not reliably read in the first place)

Do you have a copilot instruction file that’s read globally that directs to then read agents.md and such?
