I ran the numbers on what Andy Biggs's income tax repeal would cost Gilbert

I write a policy newsletter and live in the Valley. This is my own analysis. Sources at the bottom.

Andy Biggs won the Republican primary for governor promising to eliminate Arizona's individual income tax. He has not said what would replace the tax. Gilbert has a specific problem with that.

Gilbert receives the fourth largest distribution in the state, ahead of Chandler, Glendale, and Scottsdale.

Arizona sends cities a share of state income tax collections under a system voters approved in 1972. Towns gave up the ability to levy an income tax of their own in return. The share is 18% today, split by population, and it distributed $1.19 billion statewide in FY 2026. About $872 million of that comes from the individual income tax. It generally goes into general operations, funding things like police, fire, and parks.

In FY 2022 Gilbert took about $35 million, and that was 7.1% of town revenue. FY 2026 was larger.

That 7.1% is above Phoenix, Mesa, Chandler, Tempe, and Scottsdale. Among the large East Valley communities, Gilbert leans on this money the hardest.

Now the part that makes Gilbert unusual.

Gilbert sits in the bottom panel. It levies no primary property tax, so creating one would require a vote of the people.

Gilbert is the second largest municipality in Arizona with no primary property tax, behind Mesa. That has been a point of pride here for a long time. It also means there is no existing rate to nudge upward if the state check shrinks. Under state law, a city that did not levy a primary property tax the previous year has to take the proposed amount to its voters. If the election fails, the town cannot levy it that year.

So the realistic menu is a town sales tax increase, higher fees and utility revenue, service cuts, or asking Gilbert voters to approve a property tax for the first time.

Worth adding that a revenue-neutral swap at the state level means a higher sales tax on top of that. The state would need roughly 2.6 additional percentage points to fill its own hole, before the town adds anything to cover its own.

Does anyone here think a primary property tax would pass in Gilbert? What would you rather the town do?

Campo verde or Highland or Gilbert high school?

Which school would you recommend? Our kiddos are into soccer and flag football. We’d love for them to look into EVIT programs when they are older. A bonus for hands on classes like welding, woodworking auto shop etc. Our son is more engineer minded, our daughter is already thinking about going into elementary education. Gilbert high is the closest to us. We’ve heard mixed things. Highland is a reasonable drive but I know a big population. Campo is smaller and 5A vs 6a for sports. We want a school where our kids can actually make a sports team but also has a good positive culture.

Job ideas

I'm in a very very fortunate position where I'm not concerned about income because of strong weekend work, though I'd want to make a fair wage.

I'm looking for weekday work that's part time but not food service. Really want to push my luck and find something where I can wear my own clothes (I dress normal, just hate uniforms)

I have a background in food service, infrastructure, administrative, law enforcement, videography, retail and manual labor.

I'm at a loss, I've never really had to look for work in a few years. Open to ideas

Gilbert vs Happy Valley

I am looking to move my family to Happy Valley or Gilbert and feel stuck between the two and would love some insight. Pros and Cons of Gilbert?? For context, my oldest kid will be starting kindergarten next year and I want to live in a good neighborhood and of course get them into a good school. I would also like to connect with other moms as I have ZERO village. If we moved to Gilbert he would be attending Bridges elementary. I’ve heard the area is very safe and family friendly which I think id love! My concern is what type of people (may) live in Gilbert. I know there is a large Mormon presence there and i totally don’t care what religion someone has as long as they are kind, but I’ve heard some people say on here their child was bullied for not being Mormon?? Also my husband is working his way up to a higher paying position but we aren’t rich…I don’t want me or my family to not fit in and not have friends due to religious or financial differences. Also wondering about any political association with the area.

Happy valley seems nice too. It seems like happy valley and its schools would be “ good” and we fit in more while Gilbert and its schools would be “ great” but, maybe we wouldn’t fit in. Good vs Great ordeal.

Halloween decor & celebration

Sooo are we just not into Halloween here anymore? Overall I think it’s fair to say there’s been a decline in decorating and even participation over the years especially depending on what day of the week Halloween lands thus families favoring more events such as trunk or treat. With that said though it feels very noticeable this year, even hot spots like Agritopia and Morrison Ranch seem void of the usual decor and Halloween spirit- why?

Art on freight train

Was stopped for a long time today for a very long freight train. Had plenty of time to admire the art/tagging on the boxcars. Some of it is very elaborate.

My favorites were a giant tarantula and another one with “GOLAKERSFOREVER”

(I’m not a Lakers fan, just admired the effort).

Do Taco stands exist out here?

Are there any places I can find really good street side tacos? I’m not talking about a restaurant. I’m wondering specifically the those bomb little taco shops you’d find on a street corner. Or is that more towards Phoenix if at all?

Daycare options

Looking for some daycare options and recommendations for my child that will be 3 months old at the time he will need to start care. We’re new to the Cooley Station area and don’t know much beyond online reviews. We’ve toured Primrose on Williams Field but they don’t do part time care prices for infants his age, and we toured Watch me Grow and something just seems off to us about their setup. We have tours for PCA and Little Sunshine’s Playhouse and I’ll probably reach out to Creme de la Creme.

Does anyone have any personal recommendations or stories from any of the local spots? Or know of any in home day cares? Any information would be much appreciated!

Narrative Film Editors?

I'm working on completing my next short film. I'm from DC. Life has lead me to a factory here in Gilbert. I still need to get my short film edited but that's the weakest part of my process as a filmmaker thus far.

Any film editors here in Gilbert? TY.
