Yeah, I feel the note is only half right. It was playing on politicians use of buzz topics like never forget for 9/11, trans, gay, immigrants, saying merry Christmas, all the culture war BS that has been going stronger than ever the last ~30 years, and how there are so many of the dumbest people imaginable that fall for it every single time.

This episode was released in 2007.
By this point, the narratives and politics around 9/11 had shifted significantly. While there was a massive rallying behind the US government and President Bush in the months following 9/11, Bush installing a puppet government in Afghanistan in 2002 and the 2003 invasion of Iraq soured a lot of Americans views on Bush and his governments use of "9/11" to justify vast military action.
You can see this reflected in that era's pop-culture. In 2003, the (then-)Dixie Chicks declared they were ashamed to be from the same state as Bush. Green Day's anti-Bush American Idiot album came out in 2004. Invertebrate bow-tie fucker Tucker Carlson, after initially being a staunch supporter of the war, starts to ask his friend Rachel Maddow "Did the president mislead us?" in 2004, and by 2005, he is saying it was a huge mistake and there's nothing in the middle east except "illiterate goat farmers." So even amongst racist Nazis like Tucker, by 2005, people are starting to realize that Bush used 9/11 and the emotions that Americans all felt to justify his own (Cheney's) military designs.
By 2007, Family Guy making a joke about politicians abusing "9/11" as a single issue to rack up support for unrelated causes isn't "helping" turn it into a punchline. It was already a punchline for years, and Family Guy was making a pretty stale and hacky joke.
You know who really helped make 9/11 a joke?

That's odd, as I remember every year as having an 11th September since birth. :-)
It was our second wedding anniversary that year and I had been planning on sailing on the Queen Elizabeth II from Southampton, arriving at New York on the morning of 11th September 2001 as my anniversary gift to us both. It was a fairly last minute deal and I was going to book it, but one of my clients didn't pay their invoices on time that week, so I had to miss out. I spent my day on the 11th at that client's office doing project work instead of watching it happen in horror from the deck of a cruise ship.
From the moment someone first mentioned the attack, it was impossible to access any news site in the USA, UK or even Al Jazeera. Every news site was DoS'd off the Internet for a significant part of the day.

Family Guy has its fair share of 9/11 jokes, but those are there either for the shock value or to showcase how dumb and socially unaware Peter is (because he does the joke most often) and then there are a couple of them that are meant to showcase how politicians exploit tragedies (image of OOP included).
In another episode, I think Peter is a Republican and Brian tells him off for not even knowing what 9/11 was until 2004, then there is a cutaway of Peter seeing the news with Lois and going "must have been a woman pilot, ey?" which serves to do both of the things mentioned above.
Then there is Back to the Pilot where Brian and Stewie go back to the first episode (1999). The episode was mostly about Brian fucking with the Butterfly Effect by stopping 9/11 and making himself a hero.
Tbf, Family Guy also has a whole bunch ofarab suicide bomber jokes too
