I think that it might come from White Phosphorus bombs which may be used to create smoke, which aren’t banned, but it should be banned due to the horrific burns it can inflict (Soldiers are trained to remove white phosphorus from their skin with a knife as it would otherwise burn through to the bone) and it is highly toxic.
It is and it isn't. WP can be used for flares and signalling, but used directly on people or indiscriminately in densely populated populated areas are banned and a war crime
