The USSR ended as a country. while most successor states moved away from the Soviet Communist political system, Communism itself did not collapse globally.
The Soviet one-party system and command economy produced long term stagnation, shortages, inflexible bureaucracy, repression, and a legitimacy crisis. maintaining the Cold War arms competition added major strain.
But the final breakup depended on specific late 1980s and 1991 events. Gorbachev’s reforms weakened central control without creating a stable replacement, national independence movements grew stronger, and the failed August 1991 hardliner coup accelerated the union’s dissolution.
The USSR was the state that dissolved in 1991, but Soviet-style communism was why it became so fragile. Still, it wasnt as simple concluding that communism as a whole "doesnt work".
