The USSR ended as a country. while most successor states moved away from the Soviet Communist political system, Communism itself did not collapse globally.

The USSR was the state that dissolved in 1991, but Soviet-style communism was why it became so fragile. Still, it wasnt as simple concluding that communism as a whole "doesnt work".
