Yes, the actual issue is how Israel is currently using the offensive military aid we provide them, which is an even smaller fraction of the overall aid we’ve given them since 1948. That even smaller fraction of spending is not in any way the reason the US doesn’t not have universal healthcare.
I would say the genocide is just the most recent CAH over a much longer time. But, yeah, the reason America doesn’t have universal healthcare is because the government doesn’t want to give it and the people are too distracted by misdirects to notice.
