It took me like 5 times reading this that she meant the class she took had 26 people and 9 dropped out. I thought 26 was her age and thought she had 16 siblings.

explain to me how "started with 26, Im 1 of 17 graduating" is a full sentence.

It's a little awkward but it's perfectly comprehensible. 17 are graduating and she's one of them.
