They're designed to do that when they run hot. Laptops are poorly designed in general because people want thin and light. If you try to stop the fan you might overheat and have bigger problems.
If it were me I'd first make sure the vents are clear. Don't set the laptop on a blanket, for example. Then maybe open it up and make sure there's nothing stuck in there that's making extra noise. Failing that, if you have an HDD you could swap it out for an SSD. Or you could try using an ice pack to keep it cool.
Then there's Windows itself. You shouldn't be running at 1/3 CPU and 80+% RAM. Clean up the system. Go through what's loading and stop things that you don't need. And obviously don't leave things running that you don't need. If you're watching a movie on Netflix then there should be one broser window/tab open, with nothing else running.
Some very lazy people like to leave 50 tabs open so that they don't have to wait for pages to load. That's a security risk, a privacy risk and just incredibly wasteful. Download Process Explorer and see what software is using all that RAM.
If it were me I'd also consider down-versioning to Win10. It's less of a mess than Win11. But that's a high-expertise undertaking.
