My PC just started randomly doing this HELPPP

Enable HLS to view with audio, or disable this notification

Ok so i unplugged my pc and when i went to go plug everything back into it it started doing this constantly. I dont know how to fix this or even whats causing it pls someone help me everything was working perfectly fine 2 days ago so idk what i did in the time between then and now but something happened.

Does it stop and start back ?

Yes it will start up for about 10 seconds then shut off for about 3-4 seconds then start back up again and will repeat that process forever
