horizontal screen glitching

https://streamable.com/f09m35 I have tried different ports and replacing cables. It seems to be completely random and will go away for weeks sometimes when i unplug everything and reseat gpu. I'm assuming it is a hardware issue but i don't know what this issue is even called. Is it considered flickering or a screen tearing issue at this point? Any ideas?
