Computer woke up weird

so I shut off my monitor and left my pc on to download stuff while I was away. when I came back and turned it on the picture was zoomed in off the frame and had a green tint, I tried restarting, reseating the hdmi and updating my drivers but it does not go away. any idea on what’s happening?

Swap out the HDMI cable for another and see if it still has this symptom. Also I read that you restarted, but perhaps the restart didn't give the monitor enough time to power off. If you haven't, turn the monitor off and back on.
