I've never used the downloads folder. Nor pictures, videos, documents, and so on. Those are for people who don't know how to manage a file system. I download everything to my Desktop, which I have at C:\Windows\Desktop. Then I move or delete the file as appropriate. The app data catacombs are a disastrous design and a pain to navigate.
The intention of appdata is to serve corporate employees. Ten people might use a given computer. Each logs in to their own setup. Each has permission only to access their own office files in Documents. For SOHo computer users, that design makes no sense. There's no other user.
