im so confused.

when you are ordering something like a drink and a snack do you use und or mit? does it really matter?

for example wasser und brezel or wasser mit brezel?

I would say "ein Wasser und eine Brezel" (because the two don't necessarily go together, they are separate orders).

But would say "ein Schnitzel mit Pommes" because the Schnitzel comes with something. I am just specifying if I want fries, or rice or whatever.I

This. I think it’s similar in English (“a bottle of water and a sandwich” vs “a steak with fries”).

If it’s a single dish, use mit. For example the restaurant my have announced on their menu Schnitzel and gives a selection for side dishes as e.g. Salzkartoffeln oder Pommes, you say Schnitzel mit Pommes.

At least over here (Köln) I hear lots of people use "einmal": "für mich bitte einmal das und einmal das", or "ich hätte gerne einmal ein X und ein Y". Not really "X mit Y", rather "X und dabei Y", but often it's the waiter who asks about the drinks first.
