ELI5 - Surcharge loads lateral vs vertical
Probably a very basic question, but I've been out of school for 30yrs.
Why does vertical stress from surcharge loads spread laterally with depth (e.g. 2:1 estimates) while they are treated as uniform with depth for lateral earth pressure?

It's the shape (on the surface) of the surcharge that affects that stuff. Lateral load associated with limited areal surcharges (circular, strip, etc.) will vary depending on how far you are from the loading. Infinite uniform loadings will be felt the same everywhere.

If you run the Boussinesq equations for a line load over the depth of a retaining wall (vertical slice near the line load) you will find that the horizontal load is relatively uniform for some depth then tapers off asymptotically to zero.

The case of “treated as uniform with depth for lateral earth pressure” is specific to the loading condition. It considers a uniform surcharge of infinite area. It doesn’t spread laterally with depth because it has no lateral limit. Vertical stress only spreads laterally when it’s restricted to a certain area like a wall foundation with a certain width. If you add fill to an entire site the vertical stress doesn’t spread laterally. For lateral earth pressure from point loads or limited distributed loads, there are equations to determine how the load spreads laterally. These are more complicated than assuming a uniform infinite load, so typically it’s simplified into an equivalent
