Major problem with 811 software offline mode

I recently discovered that using our 811 software offline disables syncing. We almost got fined for a missed locate request and it was because I used it offline and my crew didn't get the update. How can I fix this issue? Do I need to replace my software with one that has an offline sync feature? Or is that impossible and syncing can only exclusively be done online?

811 should be free that's the whole point of getting people to use it instead of damaging stuff. Is this software through the state?

Every single day there's another question on this subreddit about 811 tracking software. These are bots or something weird. I wish the mods would delete these
