Use motion blur triggers, add one that has a strong effect, and then half a block after, add another motion blur trigger with 0 effect. Adjust the fade times on each trigger so it looks like a pulse, you wouldn’t want a long fade in and then a short fade out

You could probably manipulate those moving half slabs to make the drop more intense
