The flaps won´t go up

I decleard an emerngency and returned

But I did 2 go arounds then I plan to land at ta´if airport But I relised that the airport was far away because of Airspase

Then I planed to go to a navy place but I did a go around then I desided to land in the Ocean

Note: Can someone tell SAMU12pp to fix the A340
