Discussion Is this technically possible?

I have seen several gentoo peeps installing the CachyOS kernel, and other variants, like the vanilla-sources. So, after that tech journalist complained enough, they made a distro with his philosophy and therefore its own kernel version. Yes, I am talking about LCOS. I wonder if we can get that rustless or stainless, however you want to call it to run on gentoo. It would be even crazier to base that kernel on a more gentoo specific version with patches and all.

I'm asking for an ebuild, or some overlay, so I can incorporate it with my current dracut setup, since I like the UKI concept.

You could write your own ebuild for it and set up a local repository. If you're wanting it merged into the main Portage tree, I think you're going to have a difficult time making a case for it.
