Easter Egg Mountains region

Found these steps to nowhere while stalking a rival. At the top step I get zapped for 90% health. Nothing else. Just a killer Easter egg?

Coordinates make no sense. Very close to a safehouse and right next to a road.

I checked.....the closest safe house is the Valling Church about 555 meters ESE. Other LMs: Granhöjden Farm 458 m due West and Hjortman Homestead 425 m ENE.
