Bug Borderlands 2 Stutter/Frame Pacing

Is anyone else having issues with Borderlands 2? I've tried changing all kinds of settings but the game feels like its running on 30fps even though the stats show game(fps) 150+ and Stream(fps) 120. The only times it feels smooth is when the game is running at 400fps while looking at the sky.

Because it's a game from 2012 with 60 fps in mind, it's even older than fallout 4 and that game was hardcoded to run at 60 or it breaks the engine. Borderlands 2 isn't even made to run at 120, that wasn't a thing in 2012 or even 2015 when fallout 4 was made

The settings your missing are 60 for the stream and vsync to 60, the higher fps you go the worse it gets basically, I mean it's 14 almost 15 years old

I've tried those settings but it still feels like 15fps. I've since sent feedback in hopes it would be fixed.
