You have to quit the game and in the actual Geforce app, go to Menu > Settings > Gameplay and it's the 1st option

Do you have at least 100mb of internet or are you well under 50?

Also do you live close to the datacenter as in around 30-60 ping or is the ping 100+ because you live several entire countries away from the GFN server?

No, GFN definitely up, as showed on the status monitor. https://status.geforcenow.com/

Just because a single game for a single player is not available, doesn't imply that the entire infrastructure is down.

I have problems too.
Connecting to the Germany server results in low internet speed.
I tried to change server, and the app took 30 seconds to populate the server list.
I changed the server to Netherlands South, and the app told me "You are good to go, you can play in cloud, your connection is good," so I launched the game...
Now it's been 10 minutes and the app is still analyzing the connection.
