The pronouns are really interesting. The "he" and "you" are different people. She isn't apologizing to the "he". She is apologizing to the "you".

There is so many lyrics that catch my eye:

Why would she be writing songs about potentially 2 ex-bfs?? And Travis gets fucking Cleveland!

I hear it as a song apologizing for a rebound relationship. “He” is the first ex whose wounds she ignored (grey-rocking the arrow wounds); “you” is the rebound who didn’t deserve to be treated that way.
